Cheshire County Government,  Keene NH is seeking a
Human Resources Director

 
Cheshire County Government operates a 148 bed nursing home and an assisted living facility, located in Westmoreland a County House of Corrections located in Keene as well as other administrative and finance operations for the residents of Cheshire County.   Cheshire County employs nearly 450 full and part-time employees.
 
The Director of Human Resources reports to the Board of County Commissioners. The successful applicant will be responsible for providing comprehensive, human resources leadership for the County and staff personnel. 
 
Essential job functions:
•               Plans, organizes, coordinates, and manages the consistent application of personnel policies of the County, including but not limited to recruitment and selection, pay and classification, training and orientation, and discipline.

•               Oversees the County’s hiring process, including the preparation and/or review of job descriptions, assisting managers in preparation of job postings, advertising, and networking position vacancies; receiving, acknowledging, and screening applicants for vacancies; and coordinating the selection of candidates in concert with department heads.

·         Receive report at the beginning of shift with nurses.

Prepare, administer and chart oral, topical, suppository, nasal, ocular, and otc medications, as prescribed by the physician, and as directed by the delegating licensed nurse through shift assignment and Medication Administration Record (MAR).

Essential Duties and Responsibilities:

Manages and coordinates the clinical and/or treatment services for the Cheshire County Drug Court.  Supervises additional treatment staff and the development of treatment plans, clinical recommendations, and delivery of evidence-based curriculums (T4C, CBI, MRT, MI, etc.). 
•    Manages and coordinates the clinical/treatment services for the Cheshire County Drug Court Program
•    Assesses program needs and recommends changes to enhance and increase effectiveness
•    Conducts clinical evaluations on referrals and assigns caseloads to treatment staff under his/her supervision
•    Oversees and evaluates contracted treatment professionals in the case management and treatment of emotional, cognitive, developmental, behavioral and interpersonal disorders, illnesses and substance use disorders. 
•    Develops and monitors individual treatment plans, providing clinical recommendations and coordinating treatment services
•    Conducts individual and group treatment sessions
•    Attends weekly treatment staffings, court appearances, etc.
•    Adherences /complies with established Federal, State, and local standards and guidelines, relating to participant confidentiality, release of criminal history information, and program policies and procedures

Education and/or Work Experience Requirements:
Minimum Requirements:  Master’s degree in Public or Judicial Administration, Criminal Justice, Psychology, Clinical Mental Health Counseling, or related field preferred. MLADC and LCMHC or LICSW licensure preferred. A minimum of three years of experience working in the criminal justice system, social work, therapeutic evaluation or related field.  Direct experience working within the drug court model is preferred. Preference given to applicants who are certified in Thinking for a Change, Cognitive Behavioral Intervention (UCI), Motivational Interviewing, Seeking Safety,  and Moral Reconation Therapy.

Requires operating complex communications system, ability to communicate professionally and effectively with the public, have multi-tasking skills, and must demonstrate tact and calmness in stressful situations.
 
High School graduate with associates degree or equivalent experience with some police and/or dispatching preferred.
 
Candidates must pass a battery of tests to be considered for the position.
